PA Wellington Farm development might have to be slowed down and settlement of farms deferred as a result of the Government's planned cuts in spending, said the Minister of Lands (Mr Elworthy) yesterday. - - Speaking at a South Island high-country field day, he said that forest planting might have to be slowed down as well. Every sector in New Zealand society would be affected by the cost-cutting measures. Mr Elworthy said, “The one thing that is certain is that,, come Budget night, there will be an unholy squeal of alarm. I suppose that as long as every sector is squealing equally, the scalpel would have been applied fairly.” Mr Elworthy called for a balanced approach to conservation and development. “We can afford neither to lock up important resources in national parks, nor can we afford to go to other (extremes of exploiting everything,” he said. He hinted that there might be a multi-purpose classification of Crown land into farmland, which could be freeholded, and into recreational, educational, scientific, ecological, and protection areas. He said that this idea was just “a kite to fly” at present.
