Rufer refused

NZPA London The New Zealand World Cup soccer star, Wynton Rufer, has been refused a work permit to join the English Second Division dub. Norwich City. British newspapers reported yesterday. A spokesman for the Department of Employment was quoted by the London "Sun" newspaper as saying: “Our objective is to safeguard the jobs of the British player." Norwich's manager. Ken Brown, was quoted in the “Daily Express" as saying: “I'm shattered. We thought it would be just a formality getting a work permit."

Mr Brown went on: "When we first applied some months ago, we were told that Wynton would have to win six (international) caps before he could get a permit.

“He reached that total during New Zealand’s World Cup qualifying campaign. “We’ve only been given a verbal decision. When we receive the official letter we'll consider what action to take.

“It seems very unfair, considering the Yugoslavs and South Americans who have been allowed in and we may ask our member of Parliament to take up the case." A number of European and South American soccer stars have been permitted to join English clubs over the last few years.
