Pact call
NZPA-Reuter Vienna Warsaw Pact Foreign Ministers said yesterday it would be impossible to limit a nuclear conflict, and urged the world’s leading statesmen to exercise restraint. A communique published at the end of a two-day meeting in the Rumanian capital, Bucharest, of the Soviet-led seven-nation Communist alliance took direct issue with recent opinions by President Reagan that a nuclear conflict in Europe need not involve the superpowers.
