NZPA-Reuter New York The Soviet Union and China are the United Nation’s biggest debtors, owing it a total of more than SUSIB7 million in unpaid dues, the Secretary-General (Dr Kurt Waldheim) has said in a report. Chinas debt of $U563.354.a00 is mostly for peace-keeping activities to which Peking objects in principle. The Soviet Union owes $U5124,345,110, much of it also for contested peacekeeping assessments, Dr Waldheim said. He added: “The financial difficulties of the United Nations have assumed allarming proportions and it is

no longer possible to defer arriving at some solution to those difficulties." He said one option was an issue of United Nations bonds to finance regular budget expenditures normally advanced from the working capital fund, which he said was virtually wiped out. The report showed arrears of more than SUS 79 million on the regular budget and about SUSI 76 million on Middle East peace-keeping assessments. France is the only big Western member reported in arrears, for $U54,367,000 on the first United Nations bond issue, which the French Government opposed.
