Information guidelines
The State Services Commission has issued guidelines to public servants on how to handle requests for information from members of Parliament. The rules, had been reviewed recently and reflected the conventions established over,a number of' years for the' guidance of staff in a politically neutral Public Service, said a commission spokesman. There was not always a clear dividing line between what was political and what was the day to day business of government. A Cabinet
Minister was fully entitled to seek information from his department. However, when other members of Parliament asked for information, the reply was sent’ through the Minister’s office. If public servants were asked for comment or opinion on party political or election proposals, they could be seen as being inconsistent with their neutral role. If employees felt this ethic was ' being compromised by a request to supply comment or opinion, their controlling officer should respect their wishes.
