NZPA-Reuter Jerusalem A civilian administrator has replaced the military governor in the Israeli-occu-pied territories with Pales- 1 tinians demonstrating against the move and a curfew in its second day in part of Hebron. Professor Menahem Milson of Hebrew University, a former Government adviser on Arab affairs, took over the administration of the West Bank and Gaza Strip from Brigadier-General Bin - vamin Ben-Eliezer.

Arab high-school pupils in Ramallah and'Nablus threw stones at passing vehicles and dismissed the move as part of a bid to impose a Camp David form of autonomy on them against their will. Israeli troops confined them to school grounds. The switch of administration was part of a plan to replace military personnel with both Israeli and Arab civilians, who will be in charge of health, education, and other civilian jobs. Brigadier-General Ben-El-iezer’s last act as military governor was to impose a curfew in the old Casbah area of Hebron after a Jew was stabbed. Two Arab youths were shot and wounded in the incident.
