Rebels 'defeated’
President Babrak Karmal of Afghanistan has told “Time" magazine that his Government is winning its war against insurgents. “We | have defeated the counter- ’ revolutionary bandits even though we have not yet completely destroyed them,” the magazine quoted Mr Karmal I as' saying in an interview.'
