Sir.—lntroducing a by-law which enforces “an enclosed play area from which they could not escape easily" (“The Press." October 14) is halfbaked, because, conceptually, the rigidity of “enforcement" and the latitude of no "easy” escape are not compatible. If the relative strengths of these proposed compounds are to be yardsticks of parental responsibility then Heathcote County would do well to deal equally sternly with those who aspire to private swimming pools, regarded by some as a social expression of affluence, if it is not to be judged politically reactionary. In hill areas of the county, unprotected pools will continue to remain child-traps because of the configuration of terrain and of subdivision, and because the boundaries of many properties arc weakly defended by hedges and shrubs. There is even a reasonable
