Local-body review promised by Labour

PA Auckland A Labour government would comprehensively review the Local Government Act and would treat local bodies as responsible equal partners, says the Labour Shadow Minister of local government. Mr D. F. Caygill. Labour would widen the powers given to a local body and would lessen the regulations which inhibit their efficient management, he said. Speaking at a meeting of the Institute of Local Body Administration in Auckland, Mr Caygill said that all central government functions

should be looked at with a view to handing over those better suited to regional or local administration. Some of the functions that could be handed over to local government were the administration and running of technical ’ institutes, school boards, the health service, the welfare system, and the Housing Corporation. However, Mr Caygill said it would be naive to suppose that central government would give up its powers but said that Labour would work for a shift in “the balance of responsibility."
