July 31. 1981. a resolution was passed and will be submitted for confirmation at the Ordinary Meeting of the Council to be held in the Council Chambers. Duvauchelle on Friday. August 28. 1981. commencing at 9.30 a.m. That in pursuance and exercise of the powers vested in itby the Counties Act 1956. Local Government Act 1974. and Local Authorities Loans Act 1956. and amendments thereto and all other powers and authorities enabling it. the Akaroa County Council does hereby resolve by way of Special Order, the general purport of which is as follows:— fl) That the Akaroa County Council proceed to raise a loan of $27,000 for the purpose of purchasing a propertv adjoining the Akaroa Bowling club to ensure the preservation of the Club and to enable future development of this recreation facility. (2) That such loan be known as the Recreation Reserve Loan 1981. (3> That the maximum term for which the said loan or part thereof may be borrowed shall be 10 years. (4) That the said loan together with interest thereon shall be repaid by any of the following methods: (a) By" equal aggregate annual or half-yearly instalments of principal and interest. (bl Bv establishing a sinking fund before raising the said loan or any issue relating thereto in accordance with the instructions of the Local Authorities Loans Board. (5) That the rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shah not produce to the lender a rate exceeding the appropriate rate for the time being specified by the Local Authorities Loans Board. (6i Security for the annual charges in respect of such loan, shall be by annual rentals and special nites of decimal point. 007 (0.007) cents in the dollar, on the • rateable capital value of al! rural ridings in the Akaroa County, and decimal point 031 (0.031) cents in the dollar on the rateable land value of all urban properties in the Akaroa Community Council, and that these special rates shall be annually reoccuring ones during the currency of the said loan, being a period of 10 years of until the loan is fully paid off. That public notice be given that a Poll of ratepayers will be taken if not less than 15% of lite ratepayers within the rural and urban areas of the County and Town so demand by writing under their own hands, delivered or sent by post to the undersigned and received at the Council Office.
