Rugby Union’s policy ‘serious affront’

PA Wellington Western Samoa has accused the New Zealand Rugby Union of infringing the spirit of the Gleneagles Agreement. Through its High Commission in Wellington, the Western Samoa Government said it was obliged to regard the policy of the Rugby Union, which had actively encouraged and arranged the holding of the tour, as a “clear infringement of the spirit of

the 1977 Gleneagles Agreement.” The agreement applied not only to Government but to sports bodies, it said. The policy was a serious affront to ‘those who saw apartheid for the criminal and degrading policy it was. The question of whether countries and other bodies should maintain links, sporting or otherwise, with South Africa, was complex. “The international com-

munity has a clear duty to maintain pressure on the South African regime with a view to convincing the regime to bring about changes from within,” it said.

“Against this must be set the necessity not to interfere directly with the internal policies of States which, while sharing a distaste for apartheid, choose to pursue their objectives in ways different from those which we ourselves might choose."
