Gigantic bucketwheel dredgers and cranes are busy working an opencast mining area between Cologne and Aachen, in West Germany, that is expected to yield 2.4 billion tonnes of brown coal by 2020. Filling and landscaping the hole will cost a fortune but it is planned as a holiday paradise with a lake for sailing and swimming, water piped in from the North Sea coast, and an expected change of climate that will transform the Lower Rhine into little short of a Mediterranean, or Rhenish riviera.
