Time to stop quangos — M.P.
Parliamentary reporter Since January, 1976. 150 quangos had come into being, said the Labour membe'r Of Parliament for Christchurch Central, Mr G. W. R. Palmer. There now existed; a total of 3436 quasi-autonomous non-governmental organisations in New' Zealand. The. Education Department, with 2598 of these, included school committees,’ but that stiH'left the Social Welfare Depart-, ment with 96. 'Health with 87, Energy with 62, and Agriculture with 57. . ... “I wonder that these Ministers have time for anything else after looking after these.' 1 Mr Palmer said. Ordinary departments
might be able, to do the job of quangos, said Mr Palmer. Adjudication . by tribunals could be discharged in courts. The accountability of quangos to the public. Parliament. and the Minister should be examined, their functions defined; and overlaps removed. "Does the record show that they are contributing anything of value?" he said. If these questions were rigorously pursued by a committee of Parliament, many quangos would be killed off, others • reorganised,.. and limits placed on the creation of new ones. "It is obviously time to halt the growth of quangos,” Mr Palmer said.
