More than 20,000 New Zealanders are expected to move across the Tasman permanently this year. The deputy secretary of the Department of Immigration and Ethnic Affairs, Mr Derek Volker, told the committee that between 7 and 12 per cent of people arriving from New Zealand had no form of identification on ’ their person or in their baggage.

He said he imagined this was one of the reasons the Australian Government took the decision to require identification for people coining from New Zealand.

He also agreed with a committee member that until the passport decision is introduced in July it will be possible for someone to enter Australia using something as basic as a forged driving licence.
