PA . ■ Wellington Changes ’ in * the tertiary’ education system to meet the challenge of /unemployment are contained-iri>the Labour Party’s policy- on continuing . education. *,■ Because of Labour’s commitment to employment as a top priority, the largest growth section in education must be in., technical institutes, community colleges and other institutions that provide continuing education and job training, said Labour’s associate Shadow Minister of Education (Mr Terris). To meet the situation, a number of major changes would be made in the administration of tertiary education.,'? .Financial administration of? continuing education the same equivalent system. as now applied ,fp ■ universities. This would-mean? the establishment of some form of continuing '..education grants; committee. More tutors would be appointed, and there would be much more flexibility and autonomy in course planning; and; direction to ensure .that? genuine:regional needs were niet? , .'Tutor hours would"be real-:’ located- to ensure they had; adequate time for .preparation away from direct class work. Tradq . training, would be reorganised so that apprentices.;were no longer the responsibility ' of? “individual;? firms, and so that the financing of training 'was spread

programme, with the greatest emphasis going on effective programmes, within the community. The senior technical ' divi-: sions at Tauranga, Wanganui,
Timaru and Gisborne would be translated to full community college status. In the Upper Hutt, the Minister of , Education (Mr Wellington) fold the Association of Teachers in Technical Institutes conference that the institutes would play a big role: in New Zealand’s economic recovery.
