The Board is a statutory body established by' Act of Parliament in 1978, and is funded by a levy on motor spirits. The primary function of the Boa'rd as set out in the Act is “to promote, fin-’ ance, undertake, and co-operate m any activitythat has as its purpose or one of its purposes, the reduction of the use of imported fuels for trans-< port purposes in New Zealand.” As a matter of policy the Board has declared'an intent to act principally as an investigating’ and advisory agency. The Board makes recommendations to the Minister of Energy. Significant recommendations made to the'Minister so far have included the construction of ! a synthetic gasoline plant using Maui gas as feed- I stock, the inclusion of a hydrocracker unit, in the i planned expansion of the Marsden Point refinery, | the construction of a plant to produce chemical F grade methanol, primarily for export, and a ’ recommendation not to proceed at present with J planning for low methanol blends as petrol exten- F ders. All these recommendations have been accept- I ed by the government. ' • , , | The Board’s current programme comprises some 65 investigational projects, and the pro- ' gramme for 1981-82 envisages the start, up of T about 70 further projects. These investigations i cover a wide range of subjects including coal and ? coal conversion, transport fuels from forest and " agricultural biomass, the utilisation of gas-liquids • from existing gas fields, the interaction of alterna- t tive fuels such as alcohols with the motor vehicle, I the collection and analysis of basic data on ve- f hide fleet composition and use, and the modelling / of the transport fuel supply system.
