Private bill on driver’s licence
PA Wellington A private bill to establish a provisional driver’s licence will be introduced in Parliament during its next session by the Social Credit member for East Coast Bays, Mr G. T. Knapp. The bill would establish- a provisional licence . for people between the ages . of 15 and 17, he said. The law would be. tightened and toughened sb that even minor speeding, offences would qualify - provisional for a loss ;bf licence. i ' j / “The bill will call - for all driver’s licence applicants-to pass or show' a- certificate of proficiency, issued by .licens-
ed private driving schools,” Mr Knapp said. The certificated course would . entail extensive defensive’driving skills not yet taught' x>r . tested; for example, how to handle wet weather or gravel skids and slides. “The standard of the course will be set by agreement and private licensed teachers, . will provide the sefvtce;”’ft / Ir Knapp said. ; “The purpose of the bill will be to' ensure that 15-year-old drivers are at least proficient' in the minimum standards of driving skills and: to ■.reinforce the principle/that’ driving is a priviliege.”
