Thirty-four conditions have been laid down in the mining licence for Kanieri Gold Dredging. Ltd. to dredge the Grey River. The heavily detailed conditions on seven foolscap pages cover the dredging. the methods of rehabilitation of the land, and controls on the restoration work. It also details the design channelling work and stopbanking required. It is specified that if the company causes damage “to the river system or any land within this licence as a result of dredging operations or fails to carry out the specified conditions of this licence, (it) will be required to make good such damage immediately to the satisfaction of the Westland Catchment Board in consultation with the Deputy Secretary of Energy (Mines), for which the board shall he secured bv a bond of $200,000 at all times during the currency of the licence and for a further period of five years thereafter.”
The amount of the bond may be reviewed and increased by the Minister at five-yearly intervals, and the bond will have to be denosited with the board before dredging begins.
The ultimate land use is to be determined by the Westland Land Use Committee in consultation with the private landholders affected.
The company is re-’ quired, before starting, to obtain from the Catchment Board its requirements for the alignment, channel width, and bed levels for the Grey River. It is also required to submit plans for realignment on Red Jacks Creek and Nelson Creek to the board for its approval. The company must initially set out a programme “for the proposed order of working and rehabilitating the area of the licence,” and provide annual programmes for approval. “The licensee shall inform the landowner and occupiers within the licence area of the approximate timing and progression of dredging operations as set out in the annual programme and keep them advised of any changes.”
