HSB SMALL SCALE SHIPPING ADVISER PAPUA NEW GUINEA BILATERAL AID PROGRAMME APPLICATIONS ARE INVITED for the position of small scale shipping adviser within the Department of Commerce of the Government of Papua New Guinea. The adviser will be responsible to the Deputy Secretary of the Department of Commerce, and based at Port Moresby in the Central Province. The adviser will be expected to travel widely. Boats play a major role in the development of the coastal and island areas of Papua New Guinea, both as a means of transport and in fishing. The Government is therefore keen to ensure that, as far as possible, the demand for small boats is met by local businesses, and that village groups who produce boats are encouraged. The adviser's main function will be to assess the needs of the small boat building industry at the village and provincial level, recommend on the Governments’ role (including possible subsidies or incentives) and commence implementation of these recommendations. Throughout the assignment the adviser will be expected to provide management and financial advice to companies visited. While it would be helpful for the adviser to have commercial boat building experience, it is critical that the adviser be capable of developing simple, clear guidelines on financial control and marketing strategy, while simultaneously making a coherent assessment of the industry and developing alternative policies for the Papua New Guinea Government’s consideration. The appointment will be made under the Bilateral Aid Programme for a period of two years.
