Deserters’ pay may be cut
PA Wellington The armed forces will again be able to withhold pay from servicemen who desert or are absent without leave, under legislation introduced in Parliament.
The Armed Forces Discipline Amendment Bill largely clarifies sections of the principal 1971 act, which aims to bring uniformity to the discipline in the three armed services and is due to be brought into force next year.
It also updates the legislation as a result of court decisions, one of which was the 1978 High Court verdict that the services’ long-standing prac-
tice of withholding pay contravened the . Wage Protection Act. The Minister of Defence (Mr Gill), also introduced the Defence Amendment Bill which clarifies engagement policy for armed forces personnel.
Mr Gill said this bill stemmed in part from the situation Wiiere Air New Zealand might expand its fleet and Royal New Zealand Air Force pilots might wish to fill these positions. It would be. embarrassing for the Air Force if there was a mass exodus, and the bill attempted to balance the interests of both parties.
Both bills were referred to Parliament’s Defence Select Commiteee.
