TO SOUTH BAY RATEPAYERS AT a recent meeting of the Ratepayers Association regarding the Sewerage Scheme, members were strongly urged to contact as many non-mem-bers as possible in order that they tender a letter of objection to the Council by 9 a.m. on July 17. Previous objections called for, fell short by four letters of objection of the 15 p.crequired in order that a poll be conducted. Discontent was expressed in that no independent scrutineers were present when objections were counted and apparently some objections were disallowed on points of technicalities, furthermore the area of objections was far from complete, as no absentee owners were notified when objections were being called for. Members considered that in the past instance the sewerage rate was to be struck on the basis of land value, as is the general rate, but as advertised recently, it is now based on capital value. Property owners should take heed of the . following example. Based on an average residential property with a land value of $14,000 and value of improvements at $28,000, general rate at 1 cent in the SI on a lond value of 514.000, that is $l4O, special sewerage rate at 55.10 pc- $lOOO of capital value, with value of improvements at $28,000 would be assessed on $42,000. the assessment then being 5214.20 plus the general rate of $l4O, total rate payment $354.20. This amount is payable over a 30 vear period, and subject to increase as Government Valuation rises. A rate of this magnitude could hardly assist in the sale of your property and Ratepayers should insist on a poll, and the whole situation to be explained, so as to assist the people to make their decision on how to go on with the scheme, if at all, in the meantime.
