Phnom Penh suggests talks with Thailand
NZPA Bangkok | The Phnom Penh Government in Kampuchea announced that it is ready to ■negotiate with Thailand ■“without pre-conditions” on I the problems concerning j them, particularly on the repatriation of Kampuchean, refugees from Thailand, the Vietnamese News Agency! has reported. The agency, quoting a statement from the Kampuchean news agency, S.P.K., said that if Thailand wanted; to remain neutral it must; stop infringing upon Kam-1 puchea’s security and stop granting assistance to remnants o f the ousted Kampuchean regime. S.P.K. denounced the joint Thai-United Nations voluntary repatriation programme in June as a plot to smuggle in the Pol Pot guerrillas to fight against the Phnom Penh Government. More than 9000 Kampucheans from two camps on
•-tie Thai border returned I home during the repatria- : tion, wnich was later halted i because of Vietnamese Army 'attacks on the Thai border areas. j “The situation in Kam- ; puchea is irreversible. No reactionary force can change lit. This is already indicated [by the recent recognition of I the People’s Republic of I Kampuchea by India, which ’occurred despite pressure 'from the international reacI tionaries,” S.P.K. said. | Thailand turned down an | offer of talks with the I Phnom Penh regime earljer [this year on the repatriation of Kampucheans because it |st ; ll recognises the ousted Kampuchean regime of Pol Pot. Phnom Penh has announced that it would welcome all “loyal Kampucheans” living in the United States, Canada, France and elsewhere abroad to return to help rebuild their country.
