She accused the Mayor of Christchurch (Mr Hamish Hay) and Citizens’ Association councillors of making only “muted mutterings of protest” against the Government. The South Island needed “leadership, inspiration and motivation” but it was getting little of these from the Citizens’ Association, she said.
