NPA-Reuter Venice The French President, Mr Valery Giscard d’Estaing and the British T’rime Minister, Mrs Margaret Thatcher, yesterday agreed to try to resolve the rebellion in the New Hebrides - peacefully. Father Lini’s Government asked Britain and France, which have governed the 100,000 people in the islands for 74 years, to declare a state of- emergency.
