Conservatives ‘favour alternative to House of Lords’

NZPA-Reute; London Several senior Cabinet members in the Government of Mrs Margaret Thatcher favoured the replacement of tt» House of Lords by a new Parliamentary upper house, the “Sunday Times” newsapers has reported. The proposal came after a decision by the opposition Labour Party to include the abjlition of the House of Lords in its next electoral manifesto, the paper said. The Conservative Ministers feared the Labour Party might want to produce a single parliamentary body with all legislative powers. They favoured a new house elected by proportion-

al representation. Members of Parliament are elected by simple majority in a single ballot. The House of Lords is made up of life peers appointed by the Government, hereditary peers, bishops and law lords. Upper house members would be chosen from electoral 1 wards different from current Parliamentary constituencies. The proposal would probably be debated in Parliament during the next session, ,the “Sunday Times” said.

A ’ Labour-sponsored motion to abolish the House of Lords was easily defeated in Parliament last week.
