Heathcote ‘should meet other bodies’
The Chairman of the Heathcote County Council (Mr J. M. McKenzie) wants the council to meet other local bodies so that it can “crystalize its ideas” on regional planning over the Heathcote district scheme review. Mr McKenzie has told the council's town-plan-ning committee that the county should meet the Ministry of Works and Development, the Department of Scientific and Industrial Research, and the North Canterbury Catchment Board in the next month to get their views on such things as the protection of the Port Hills. Only then could the Heathcote County Council hope to have “constructive discussions” with the Canterbury Regional Planning Authority, Mr McKenzie said. The council would be “very fool-
ish” to take on the Regional Planning Authority if it had no friends in other local authorities and if it “had not done its homework properly.” He said that he could see “no great value” in meeting the authority, and other councils on October 16 to discuss genera! aspects of council submissions on the Regional Authority’s second draft scheme review. The Heathcote County Council did not have to justify its district scheme review. It was the Regional Authority’s scheme that was subject to review, he said. Cr W. M. Hindmarsh said that it was the council’s duty to attend the meeting with the Regional Planning Authority. The meeting agreed that the County Chairman and other council representatives be present.
The Heathcote County distrcit schem review allows for a greater urban area in the county than rhe Regional Planning Authority’s scheme does. The authority had designated part of the Port Hills rural “by falsehood.” Mr McKenzie said. He agreed with the Regional Authority’s argument that the Port 'Hills was an important recreational area. But he disagreed that “large tracts of the Port Hills were virtually being taken over by a local authority designated rural.” It was not good rural land and it should be zoned for recreational use. Mr McKenzie said. Then the council could compensate the landowners for the land and vest it in a local authority and have it developed properly for recreational use.
