P.L.O. link ‘not German policy’
NZPA-Reuter Washington, The West German Foreign Minister (Mr Hans-Dietrich ■ Genscher) has dissociated himself from a call by a Free Democrat Party colleague for increased contacts’ with the Palestine Liberation Organisation. Juergen Moellemann, a; foreign-policy expert in the minor coalition party led by Mr Genscher, made the call in Beirut on Thursday after two rounds of talks with the P.L.O. chairman (Mr Yasser Arafat).
They discussed an eight-1 point Middle East peace plan which calls on all countries, i including Israel, to recognise the Palestinians’ right to self-determination. However. Mr Genscher told reporters after talks in Washington with President Carter and the Secretary of State (Mr Cyrus Vance): “These are not West German Government proposals.” “He (Mr Moeliemann) acted under his own responsibility. I didn’t know about thia and have no precise
knowledge of the proposal.” In Bonn, an F.D.P. spokes-1 man also said Mr Moelle-i [tnann acted of his own! |accord and not as an emis-i sary of either party or the! I coalition Government. By calling for Palestinian( self-determination, which is! .tantamout to supporting a [Palestinian State. the Moellemann plan goes beyond current United States policy. Mr Genscher told reporters that West Germany’s policy was based on a June, 11977, European Common (Market statement which he i said essentially supported (United States positions. ! The market statement sup- ' ported the idea of a homeland for the Palestinians for |the first time. | Mr Genscher’s talks took place against a background ;of strained United States and West German relations iwith Israel.
Recent contacts between W’est German political leaders and the P.L.O. have angiered the Israelis.
