It would empower administering authorities to order the occupiers of premises where litter was generated to ensure that the litter was not carried on to a public place. Mr Comber told the annual meeting of the Litter Control Council in Wellington that the bill would also recognise the council as the body responsible for promoting and advising on litter control.
