County amalgamation

Sir, — The decision by the Heathcote County Council to seek approval from the Local Government Commission for amalgamation with the Mount Herbert County Council must be one of the most ridiculous decisions in the history of local body administration in New Zealand. The Local Government Commission has already rejected such a proposal once before and reason suggests that it will do so again. Heathcote County is a predominantly urban county with nothing to separate it from the rest of urban Christchurch except the narrow Heathcote River. Yet the county wishes to amalgamate with a completely rural county from which it is separated by an imposing natural boundary, viz, the Port Hills. Once Heathcote is amalgamated with Mount Herbert, one presumes that Heathcote residents will no longer avail themselves daily of the facilities of Christchurch City but will restrict themselves to monthly excursions into the city from their country estates. — Yours, etc.,

S. J. PAYNE, March 27, 1979.
