Welfare Department’s social iwork division in Christchurch, said it was necessary to keep the girls close to the community, not isolated from it.
i While there were no firm 'building plans, small resiIdential units were probable, none of them larger than a regular family home. There would probably be a gymnasium, a swimming pool, and playing fields.
A staff of 20 would care for the 30 girls, and the department hoped to buy several neighbouring houses i for staff as they came on the ' market.
