i liable warhead with substantial capability to destroy” at every Soviet missile silo. “Even with slow-reacting capabilities, such as the Cruise missile, this would ensure that an enemy’s silos are not a kind of sanctuary from which he can shoot with impunity,” he added. Mr Brown also said other United States missile targets should include Soviet nonnuclear bases, and regular war reserve stocks. “In some circumstances, |we might also wish to take i war-related industries under attack, especially those not near cities,” Mr Brown added.
