Sir, —• Mr Gair, the Minister of Energy Resources, obviously has not done his homework when he claims that West German-sponsored industries will provide employment and development, particularly in the South Island. Figures from the New Zealand Year Book show that energy-intensive industries provide few jobs and contribute a relatively minor proportion to our overseas earnings. Mr Gair also claims that we must develop the South Island’s natural resources if we are to regain economic health. It is naive to think that the development of the Clutha Valley for electricity production is the best or only way to fulfil this. Studies in the Waitaki Valley have shown that a dollar spent on farm development (for example, irrigation) can have three times the economic return than if that same dollar were used to develop hydroelectric potential. If the welfare of New Zealanders is the key issue then hydro development of the Clutha Valley must be out. —
