New leader seeks vital support from Soares
(NZPA-Reuter Lisbon I Portugal’s Prime MinisterI designate Alfredo Nobre da Costa, will meet the outgoing Prime Minister, Mario Soares, in a bid to win crucial Socialist support for his non-party Government. Mr Nobre da Costa, who served as Industry Minister under Dr Soares in the first constitutional Government, knows he stands little chance of success without the backing of the 102 Socialist deputies in the 263seat Parliament. Dr Soares has bitterly complained that President Antonio Ramalho Eanes dis- ; missed him unnecessarily [when the withdrawal of the junior conservative partners left his Socialist-led GdvernIment without a majority. I But the Prime Ministeri designate has assured the
nation that the continuity of i the democratic process begun under the two constitutional Governments headed by Dr Soares since 1976 will be a priority. Dr Soares has not committed himself to supporting the new Administration until he knows its composition and policies. Mr Nobre da Costa will also meet the leader of the conservatives, Diogo Freitas do Amaral, whose withdrawal of the support of the 41 Centre Democrat deputies from Dr Soares’ Administration over disagreement on agricultural and health policies brought the Government down. Professor Freitas do Amaral was the only political leader to pronounce immediately in favour of General Eanes’ selection of the
independent technocrat engineer, Mr Nobre da Costa, as Prime Minister. Mr Nobre da Costa’s search for an acceptable Cabinet began on Thursday with meetings with the Communists, the Social Democrats and the extreme Leftists, the popular Democratic Union Party. The Communists have scheduled a meeting under their secretary-gen-eral, Alvaro Cunhal, to review the party’s attitude to the new Premier-designate. But the Communist Party and the Communist-domi-nated trade unions have reminded followers that Mr Nobre da Costa, as Industry Minister in the first Socialist Government, was respon sible for wresting Communist worker control from some private enterprises
