Illegal bookmaking could increase
One person who has reservations about the wisdom in granting restricted on-course totalisator race dates in the coming season is Mr J. M. Fleming, the chief racecourse inspector. He told delegates, when presenting his report at the annual conference in Wellington yesterday, that this would present an obvious opportunity to the Illegal bookmaker. Mr Fleming said that with no opportunity for the public to make bets through the Totalisator Agency Board it was glaringly obvious that the
bookmakers would find the demand for their services increase dramatically. “The fact that they will be unable to ‘lay-off* bets may limit a few of the smaller operators but I believe that it is far more likely to result in the emergence of those among their number who will set up on a large scale to handle the available business,” he said. Mr Fleming said that the likelihood of corrupt practices as a result of the bookmaker’s influence was a very real threat and one for which the racecourse inspectors would need to keep a sharp watch.
