Mr Howell said that although there might have been some progress towards pending apartheid in sport among administrators, no South African Minister had yet welcomed this progress. "I have no doubt that what is happening in South Africa is that apartheid is becoming entrenched." Mr Howell said. He called on sports bodies to avoid links with South African teams, a ban already imposed on sports receiving British Government money. “This is a free country and what you do with your own monev is vour business.” Mr Howell said.
