Penalties speed up cargo clearance
[ Container cargoes at Lyt- [ telton have been given" a [hurry-along by the Lyttelton I Harbour Board — penalties .were imposed several weeks i ago on cargo not uplifted [within three days. I The penalties had proved very effective, because they hit people in their pockets, the container terminal manager (Mr P. G. Morgan) said yesterday, and there had been a steady speed-up in clearing imported goods from the terminal. I The main problems were ’ with L.C.L. cargoes — and : cargoes broken out of containers at the wharf before i being sent to their respective consignees. These cargoes had tended [to pile up at the transit [sheds, sheds which were designed simply as transit areas, not as storage areas, [ said Mr Morgan.
