PA Wellington The issuing of passports to persons 18 years of age and over without the need for written consent from either parent has been approved by the Minister of Internal Affairs (Mr Highet). He also approved the issue of passports for those under 18 with the written consent of only one parent or guardian. The parent or guardian would have to sign a declaration that the person under 18 was not subject to any court order, such as an order affecting a parent's right of access or custody. Mr Highet said there were now instances of the law’s recognising that 18 was a suitable age at which minors were capable of making responsible decisions.
