Over-riding catchment authority necessary
Sir, —As a Labour candidate for the North Canterbury Catchment Board, I have repeatedly urged that the Catchment Board should have overriding authority regarding subdivision development on hill-slopes, and should also have the final say in all urban matters relating to housing, insofar as erosion, drainage, run-off and vegetation removal are concerned. The Port Hills subdivision, classified as a severe erosion risk, should never have been approved by the Heathcote County Council in the first instance. Final approval should have been held in suspense for Catchment Board endorsement. Vested interests, the overlapping of authority, and piecemeal actions by the various badly co-ordinated local bodies, in matters relating to water, turn urban water control into a farce. Regional water control should also cover the urban area under the Catchment Board. Householders need protection against erosion, slips, and excessive runoff.
