Preventive breath tests sought

The Ministry of Transport should investigate the possibility of giving breath testts to any wouldbe driver suspected of being drunk' before that driver was able to drive off, the Christchurch City Council said Some councillors said that the suggestion was an infringement; of personal liberties. Butt others said New Zealand was backward in its drinking and driving laws. The suggestion will go to the Traffic Institute conference in September. It is not a call for random breath testing of drivers stopped on the road. “Testing after accidents only, while having a certain deterrent effect, will not be as effective in preventing accidents as some means of persuading intoxicated would-be drivers not to drive off,” said the council’s Traffic Engineer (Mr M. L. Budd) in a report.
