U.K. move towards devolution
NZPA London The British Parliament has approved in principle plans for limited home rule for Scotland and Wales, the Labour Government having given a pledge that it will hold referenda on the issues. At the end of four days of I bitter debate in the House ofi Commons, a Government bill', which would establish new! Assemblies in Edinburgh and( Cardiff was given a second! reading by 292 votes to 247, a majority of 45. Scottish and Welsh nationalists, and some Liberals, supported the measure. The Government announced its pledge to hold referenda after more than 150 members had threatened that thev would not support the bill without this pledge.
Labour plans to establish elected Assemblies in 1978 to administer schools, health, social work, and the environment.
The referenda will be held in Scotland and Wales before the bill is due to become law in the late autumn of next year. The Left-wing Leader of the House (Mr Michael Foot) told the House that the proposal was the only wav to prevent, the United Kingdom from breaking up.
