International 'Carter’s Kissinger’ predicts hijacking of cities
NZPA Washington One of the most influential foreign-policy advisers to the Democratic Presidential candidate, Mr Jimmy Carter, Mr Zbiginiew Brzezinski, says that it is only a matter of time until terrorists armed with nuclear bombs hijack cities.
Sometimes described as “Carter’s Kissinger,” Mr Brzezinski was talking to a standing-room-only crowd at the Women’s National Democratic Club, and there was an audible gasp as he described some of “the new problems that the United States will face in a world that is going through changes unparalleled in history.”
He told his listeners: “Increasingly, nuclear technology will become accessible to the more sophisticated private ‘-rrorist groups, and it is only a matter of time when, instead of hijacking an aircraft, a city is hijacked.
“Changes are taking place in a world that, politically, is becoming more frag-
mented. The danger is that the United State may ad<-'t a kind of siege mentality, where it sees itself in a world surrounded by hostile Communist and developing nations.”
Mr Brzezinski, a Columbia University professor who, Mr Carter has said, would be appointed to some position in his Administration if the Democrats won the White House, suggested several courses of * *-mr» for the new United States role: A continuation of detente — “if you mean a dual relationship in which we accommodate our differences with the Soviet Union but contir ie to realise that there are profound differences between us.” Greater consultation with America’s allies, and “a refocusing of United States foreign policy priorities away from At-lantic-centred policies and towards the new re-
alisation that the world, at the end of the century, will b- 80 per cent composed of African, Asian, and Latin American peoples.” An accommodation with China, but one which takes into consideration the United States’ commitment to Taiwan.
