One of the more exas-
perating features of the three-year term of Parliament is that an incoming Government has to take the blame for the shortcomings of the previous administration. This has occurred this year, although the new Government took early steps to tighten up curbs on departmental spending and to impose measures designed to keep spending in the 1976-77 year within the bounds of the main and supplementary Estimates.
