Sir,—ln reply to Jane Ross’s letter of September 10, I would like to say that she is obviously not familiar with the nuclear deterrent situation. If there is to be any deterrent at all to nuclear war, there must be a balance of arms. If the Russians are to be deterred from an atomic attack that could destroy the Western world, they must know that the West, namely the United States, is able to inflict such damage on Russia in return that Russia dare not attack. But, if Russia were to get ahead in the arms race, then she could destroy thu West before the United States could strike back. Therefore the United States must keep stockpiling arms to avoid giving Russia the essential edge that would allow them to declare war at will. So, as long as the Russians are stockpiling arms, the arms race must continue to maintain the balance of peace.— Yours, etc., R, S. JAMES. September 13, 1976,
