Rubbish bags causing problems in city
Tom and neglected rubbish bags in Colombo Street, in the front yard of an old house converted into flats, show what happens when rubbish is allowed to pile up without being collected. One source said tlie bags had been lying around for at least several days.
Rubbish collectors do not venture on to a property to collect bags; they pick them up only from the footpath or street The Christchurch City Council services engineer (Mr L. D. Scantlebury) said he had not heard of a problem of bags collecting as eyesores. If inspectors noticed bags accumulating without being collected, they would talk to the householders about the mess being created in public view.
Bags left f.or days in the open are targets for wandering dogs, which can tear them open and strew their contents about. Mr Scantlebury said the percentage of uncollected bags was very small.
