When children in the United States turn out badly, the last instiution parents blame is the school, according to a national survey taken there recently. A Chicago poll organiser, reporting results of the survey, said that its clear message was a conviction by parents that teachers were good. Anything a teacher did for the child beyond the expected raised evaluation to great heights, the New Zealand Educational Institute publication, “National Education,” says this month. Parents were more. likely to feel that the child

was at fault, or to place the blame on external factors, such as “bad times,” gangs, or “declining morals.” Even if education were the culprit, the system was blamed rather than the schools. Teachers were blamed last of all. Schools were mentioned positively by parents five times for every negative mention made. The results showed that American society would not blame teachers for pupils who did not meet expectations, but would give them a hearty share of the credit when students succeeded, the report said.
