Secret talks with Vietnam (N.Z.P. A.Reuter—Copyright) NEW YORK, April 26. International oil companies, six of them American, have been holding secret talks with Vietnam on the resumption of drilling in the South China Sea, the “New York Times” reports. Off-shore drilling was suspended with the Communist take-over of South Vietnam. The report says that firms from Canada, Britain, France, and Japan were also involved. The newspaper attributes its report to anonymous officials of the companies concerned and to the State Department, and it quotes one executive as saying that he was convinced contracts would be signed with Hanoi this year.
