' A spokesman for the com-! mittee (Mr H. A. Clarke) said i yesterday that most party members were confident that a Labour City Council would be returned next year. The party’s election campaign would begin when the committee had approved the* plan. Mr Clarke said that no one reason had been found for Labour’s defeat. “What we found was that j it had not so much to do j with more money or better organisation, but with better communication both within the party and with the pub- i lie,” he said.
