Car-park chain

Because of hooliganism and vandalism in the Corsair Bay car park, the Lyttelton Borough Council will chain off the area after dark to prevent vehicles from entering it. The Ministry of Transport reported that cars were creating a nuisance after dark, with squealing tyres, obscene language, and broken bottles.
