New York tax bill postponed

A revolt by black and Puerto Rican legislators in the New York State Assembly has forced postponement until Monday of consideration of a tax bill designed to win New York City federal aid. With the December 1 deadline for the city’s default only seven days away, the State Assembly and Senate adjourned until midday on Monday — the same time a giant “save-the-city” rally is scheduled for New York City’s Times Square. The State Governor (Mr Hugh Carey) meanwhile has met the legislators to urge them to halt their squabbling and unite behind the necessary but unpopular measure, which will put SUS2OOm in additional taxes on New York City residents. He and city officials maintain that the measure is the only way to convince President Ford to come to the aid of New York by backing Federal guarantees for city loans.

The crux of the problem appears to be simmering resentment by black and Puerto Rican legislators over the way in which minorities have been treated in the emergency.
