No decisions on building by-laws

No decisions were reached when the townplanning committee of the Paparua County Council tried to change its policy on building restrictions on land under the Christchurch International Airport runway approaches. After several attempts to get a recommendation for the council had failed, the commitee abandoned the discussion, which might be resumed at the council’s meeting on Monday evening. The council’s townplanning officer (Mr D. Hinman), in a report to the committee, said that the main issues in the proposed changes were the question of predominant use for new houses, the control of future subdivisions, and whether control should be at the 90 or 85 decibel noise contour. “Concern has been expressed about the future rights of existing land-

e owners holding properties on! .separate titles, but who have! i-inot yet built a house.” said! 1 'Mr Hinman. I 7! “Under the proposed Bjchange, no provision is made » for new buildings in the rural j‘l zone (110 decibels plus) and in the rural 2 zone (95 to ;;110 decibels), new houses I would be a conditional usei on titles of less than 20 acres.” a He said there were 168; r i houses in the two zones, 16! , of them in the rural 1 zone,; 'i while 70 were on Crown! ■'land. Land on separate titles - !but not built on totalled 73. s As far as properties in the, • jrural 1 zone were concerned,; -lit would be doing a dis-; -'service to the airport, and to I ?!potential housebuilders, if! tithe council allowed building; ilpermits as of right, as there; fi would be a severe noise; / problem. Mr Hinman said, i s Any subdivision in either; r zone would aggravate the' Jlposition as far as airport pro-! tection was concerned. In the' -rural 2 zone, the council 1 a might fee! that 50 acres was; - a suitable minimum lot.
